Obama Invokes 9/11 to Explain Afghanistan Troop Surge

After months of deliberations, President Barack Obama finally outlined his revised strategy for the Afghanistan war in a nationally televised address Tuesday night. The commander-in-chief repeatedly invoked 9/11, attempting to justify his plan to escalate the eight-year-old war, which calls for the rapid deployment of 30,000 additional US troops to the region by next summer.

Obama's decision to step-up the war effort in Afghanistan comes two weeks before he heads to Oslo, Norway to accept the Nobel Peace Prize.

Speaking at the US Military Academy at West Point to thousands of uniformed cadets, many of whom will likely be shipped off to Afghanistan when they graduate, Obama appeared somewhat subdued when he began his speech by saying that it is "important to recall why America and our allies were compelled to fight a war in Afghanistan in the first place.

"We did not ask for this fight," the president continued. "On September 11, 2001, nineteen men hijacked four airplanes and used them to murder nearly 3,000 people. They struck at our military and economic nerve centers. They took the lives of innocent men, women and children without regard to their faith or race or station. Were it not for the heroic actions of the passengers on board one of those flights, they could have also struck at one of the great symbols of our democracy in Washington, and killed many more.

"As we know, these men belonged to al Qaeda – a group of extremists who have distorted and defiled Islam, one of the world’s great religions, to justify the slaughter of innocents..."

Using the 9/11 attacks to justify an escalation could end up backfiring on Obama. George W. Bush routinely cited 9/11 to justify sending tens of thousands of additional troops to Iraq, a country that did not play a role in the terrorist attacks. The national tragedy became a catch-all rationale that enraged Democrats when the previous administration invoked it to explain its policies.

Obama pointed out that it was the Bush administration that neglected Afghanistan and chose to shift its resources to Iraq, a policy move he said played a part in his decision to escalate the war.

"When I took office, we had just over 32,000 Americans serving in Afghanistan, compared to 160,000 in Iraq at the peak of the war," Obama said. "Commanders in Afghanistan repeatedly asked for support to deal with the reemergence of the Taliban, but these reinforcements did not arrive. That’s why, shortly after taking office, I approved a long-standing request for more troops."

Unlike Bush's escalation in Iraq, however, Obama’s surge includes a timetable for initiating troop withdrawal: July 2011.

"After 18 months, our troops will begin to come home," Obama said.

However, the withdrawal will be dictated by conditions on the ground and is not set in stone. Obama could order the withdrawal of a single combat brigade and still claim he is meeting his goal for beginning to remove troops from the region.

"Just as we have done in Iraq, we will execute this transition responsibly, taking into account conditions on the ground," Obama said. "We will continue to advise and assist Afghanistan’s security Forces to ensure that they can succeed over the long haul. But it will be clear to the Afghan government – and, more importantly, to the Afghan people – that they will ultimately be responsible for their own country."

Obama's revised war plan will bring the total number of troops in Afghanistan to about 100,000, more than half of whom were deployed since he was sworn in as president less than a year ago. He said the new strategy has a clear goal: "disrupt, dismantle and defeat al Qaeda in Afghanistan and Pakistan and to prevent its capacity to threaten America and our allies in the future."

"To meet that goal, we will pursue the following objectives within Afghanistan," Obama said. "We must deny al Qaeda a safe haven. We must reverse the Taliban's momentum and deny it the ability to overthrow the government. And we must strengthen the capacity of Afghanistan's Security Forces and government, so that they can take lead responsibility for Afghanistan’s future.

“The 30,000 additional troops that I am announcing tonight will deploy in the first part of 2010 – the fastest pace possible – so that they can target the insurgency and secure key population centers. They will increase our ability to train competent Afghan Security Forces, and to partner with them so that more Afghans can get into the fight. And they will help create the conditions for the United States to transfer responsibility to the Afghans."

The war in Afghanistan has turned increasingly violent this years. The Pentagon reported that 298 US troops have been killed in Afghanistan this year, 59 during the month of October alone, compared with 155 troops who died in 2008.

Obama said he has asked US allies to support the surge.

"Some have already provided additional troops, and we are confident that there will be further contributions in the days and weeks ahead," Obama said, without identifying the countries.

"Our friends have fought and bled and died alongside us in Afghanistan. Now, we must come together to end this war successfully. For what’s at stake is not simply a test of NATO’s credibility – what’s at stake is the security of our Allies, and the common security of the world."

The White House said Obama spoke with Afghanistan President Hamid Karzai Monday evening for about an hour to discuss the surge.

They discussed "a range of related issues, including security, governance, corruption, economic development, and regional relations," the White House said in a statement sent to reporters summarizing Obama and Karzai's discussion.

"Both Presidents agreed to redouble their efforts to improve the delivery of services to the Afghan people, particularly at the local level, and to reinvigorate economic development and investment, especially in the areas of agriculture, mining, water management, and energy."

Obama also spoke with Pakistani President Asif Zardari Tuesday morning about the troop increase "and to discuss his view for the way forward in Pakistan." The White House did not provide reporters with further details of their conversation.

Democratic Opposition

Top Democratic lawmakers reacted swiftly to Obama’s speech, with some issuing highly critical statements denouncing the president's war strategy and the costs associated with it.

"I do not support the president's decision to send additional troops to fight a war in Afghanistan that is no longer in our national security interest," said Sen. Russ Feingold (D-Wisconsin). "It’s an expensive gamble to undertake armed nation-building on behalf of a corrupt government of questionable legitimacy."

In an e-mail sent to his supporters earlier in the day, Rep. Dennis Kucinich (D-Ohio) said, "An escalation of the war in Afghanistan at a time of [domestic] economic dislocation and hardship raises questions about America's priorities and whether or not we are losing our way as we attempt to stride aside the globe as some Colossus."

Sen. Dick Durbin, (D-Illinois.), the No. 2 Senate Democrat and one of Obama's staunchest defender's, was also put off by the president's plan. In a brusque statement Durbin said, "President Obama asked for time n on a new policy in Afghanistan. I am going to take some time to think through the proposal he presented tonight."

Even some Republicans, such as Rep. Walter Jones of North Carolina, were skeptical of the build-up.

House Speaker Nancy Pelosi, who said recently that Afghanistan President Hamid Karzai was an "unworthy partner" whose country does not warrant additional US aid, indicated she supported Obama’s plan.

"President Obama inherited a deteriorating situation in Afghanistan because the Bush administration did not have a plan to get the job done," Pelosi said. "Tonight, the President articulated a way out of this war with the mission of defeating Al Qaeda and preventing terrorists from using Afghanistan and Pakistan as safe havens to again launch attacks against the United States and our allies. The President has offered President Karzai a chance to prove that he is a reliable partner. The American people and the Congress will now have an opportunity to fully examine this strategy."

Obama also sharply rejected comparisons leveled by many of his supporters that Afghanistan will turn into another Vietnam, and again invoked 9/11 to explain why the comparison was off base.

"They argue that [Afghanistan] cannot be stabilized, and we are better off cutting our losses and rapidly withdrawing," Obama said. "Yet this argument depends upon a false reading of history. Unlike Vietnam, we are joined by a broad coalition of 43 nations that recognizes the legitimacy of our action. Unlike Vietnam, we are not facing a broad-based popular insurgency.

"And most importantly, unlike Vietnam, the American people were viciously attacked from Afghanistan, and remain a target for those same extremists who are plotting along its border. To abandon this area now – and to rely only on efforts against al Qaeda from a distance – would significantly hamper our ability to keep the pressure on al Qaeda, and create an unacceptable risk of additional attacks on our homeland and our allies."

Funding the War

While Obama has vowed to put an end to the emergency supplemental requests the Bush administration used over the past eight years to fund the wars in Iraq and Afghanistan, it’s becoming increasingly clear he will ask Congress to approve at least one more emergency funding request to pay for the troop increase, which is estimated to cost $1 million per soldier or $30 billion a year.

According to Jeff Leys, co-coordinator of Voices for Creative Non-Violence, "War spending in 2010 will exceed $190 billion if indeed the Pentagon seeks - and Congress approves — $50 billion in 'emergency' funding.

"That's more than the $179 billion spent under President Bush in 2008, the previous high water mark for war spending. War spending in 2010 will also far exceed spending in 2009 (which is about $145 billion)," Leys wrote in a blog post last month.

Rep. David Obey, (D-Wisconsin), chairman of the House Appropriations Committee, proposed paying for the war by imposing a "war surtax" on individuals beginning in 2011.

Last month, Obey, Congressman John Murtha, (D-Pennsylvania), chairman of the Defense Appropriations Subcommittee, congressman John Larson (D-Connecticut), chairman of the Democratic Caucus, and eight other Democratic lawmakers, introduced the Share The Sacrifice Act, legislation that would "impose a graduated surtax so that the cost of the war is not borrowed.”

The bill does not appear to be attracting much support.

And it’s unlikely Congress will use the only means it has — the power of the purse — to put the brakes on the surge.

Indeed, Feingold told reporters Tuesdaythe surge "has to be paid for."

“I am opposed to doing it but certainly the idea of doing this without paying for it will be a further level of irresponsibility.”

The Senate Armed Services Committee will hold hearings Wednesday to scrutinize administration officials about the new war plans for Afghanistan. Secretary of State Hillary Clinton, Defense Secretary Robert Gates and Adm. Michael Mullen, chairman of the Joint Chiefs of Staff, are scheduled to testify, while US Ambassador for Afghanistan Karl Eikenberry and Gen. Stanley McChrystal, commander of US troops in Afghanistan, are expected to testify before Congress next week.

i really want(ed) to be able to trust obama... but the truth is that our invasion of afghanistan under W had nothing to do with 9/11. nothing at all--pure theater. for obama to cite 9/11 as prime rationale for staying and escalating operations there is truly disingenuous, to put it mildly. i thought the man was smarter than this and had more respect for us all. yes we can? how about: no we should not. 'cmon man. what do you take us for?

What I found most disturbing

What I found most disturbing about O's speech last night was the larger rationale he put forward, beyond the 9/11 justification - that of the "American mission" of providing imperial "leadership" for the rest of the world, intertwined with a concern for "credibility". The US military as a force for "nation building" stability in that part of the world? Does anyone truly believe that? At least the man has kept one of his campaign promises-- to escalate the Afghan war. And he's come through on that particular pledge just prior to his trip to Sweden to receive the Nobel Peace Prize!

If we can train the Taliban/Al Qaeda/Afghan effectively, they can be brought stateside to "clean up" organized crime and corruption in our own country; finally close down the Casino on Wall Street, and the Pentagon - the two most heinous destroyers of freedom and democracy the world currently knows.

Dear God when will people learn. Obama's plea to Americans about 9/11 rings as hollow as did Cheney/Bush's. Yes, 19 men were supposed to have hijacked 4 airliners. None of them were from Afghanistan. Yes, there were plans made well in advance accomplish this. None of them made in Afghanistan. Yes, we blamed Bin Laden, the Talaban and Saddam for the terrorist acts on 9/11. The wealthy elite have noticed quite a few Americans that still have homes and are eating regularly. They want the money those facts represent for themselves, and intend to get it. Speaking of which, history is fast repeating again on cue, and the U.S. is rapidly descending into corporate fascism like Germany did. Another so-called "democracy" bites the dust. "Constitutional republic"? What constitutional republic? The U.S. Constitution is violated right and left, literally, and has been for a very long time; and now it's just getting much worse, speedily, as all of our freedoms, like German freedoms were, are being eradicated "on an express train to hell". Until a very powerful antiwar movement takes the scene, people like Obama are going to be in fear of their lives if they don't toe the line. It's time to organize.

President Obama, in contrast to what we have had in the White House recently, and what we would have had should the GOP have been elected, is a thoughtful, educated, and very bright person. He has taken a great deal of time to investigate the best advise he can muster before making this difficult judgment. People on the right abuse him for being to slow in deciding what needs to be done, and my fellow lefties want the whole loaf or they they will bolt. The country has become ungovernable. We actually still tolerate the ignorant jabber of people who believe that the US government itself blew the buildings down, and that the 9-11 attack had nothing to do with the invasion of Afghanistan. They are the left wings Holocaust Deniers. It is pitiful. The Taliban is the most totalitarian philosophy currently on the planet. Its treatment of women and non believers should be enough for anyone to realize what is possible should they become the government in a country such as Pakistan, a nuclear power. I hate war, but I hate organized religion with government power even more, particularly when that religious mob wants to kill non believers.

As a non American, all that goodwill that the world poured on the US when Obama was elected, well its all gone now. Obviously it doesnt matter which way the American public votes, its all the same. Its time for a coalition of the willing to invade the United States of America for a regime change, to install a democratic government. Why not 30,000 small busness

Why not 30,000 small busness loans to women, or 30,000 peace corps, or 30,000 teachers or 30,000 construction workers. Rebuild water resorces, electricity, help with agriculture and you win the people. Without the people you never win, lesson from Vietnam.

The principal fear is surely that Afghanistan will turn into not another Vietnam but another Afghanistan. The kind of Afghanistan that defeated the British and Soviet occupations. Even if the surge causes a measure of security and self-defence by local forces, who could believe that, once the foreign occupation is over, the Taliban would not re-assert themselves? Mr Obama gives three reasons for denying the comparison with Vietnam (he means the war, called by the Vietnamese the American war). One, "Unlike Vietnam, we are joined by a broad coalition of 43 nations that recognizes the legitimacy of our action." Is that still the coalition of the willing which includes tiny Pacific states and US client states? How many other nations provide material support? Even if legitimate, the issue is ultimately whether the coalition's action is likely to be effective. Two, "Unlike Vietnam, we are not facing a broad-based popular insurgency." Presumably this is intended to mean that the "insurgency" (read "resistance to foreign occupation") is unlikely to succeed if extra US troops are deployed: but the Taliban, if not popular, are probably still preferred by many Afghanis to an illegitimate local regime dependent on foreign occupiers for its survival. Three, "And most importantly, unlike Vietnam, the American people were viciously attacked from Afghanistan, and remain a target for those same extremists who are plotting along its border. To abandon this area now – and to rely only on efforts against al Qaeda from a distance – would significantly hamper our ability to keep the pressure on al Qaeda, and create an unacceptable risk of additional attacks on our homeland and our allies." THE SAUDIS ATTACKED US, not the Afghans! Obama may be the final co-optation and defeat of the Left in this country. I dare say that without the Left he would never have been elected. We have to grow past the illusion that Presidents have the power to change things. Presidents don't change much, if anything, precisely because "the wealthy elite" have power unimaginable to the rest of us. Shakespeare has a line in KING LEAR: "We are to the gods as flies to wanton boys/They kill us for their sport." We look in the faces of those West Point cadets, some of whom will die in Afghanistan within a year. How many of more will die before we grow up and see that we're being preyed upon? We have to organize something outside the party system as it presently stands. Or admit that we live in an oligarchy which turns our lives absurd because we live a lie we dare not contradict. It doesn't take a prophet to project the current trends to their tragic end: the day will come when on every Main Street people will drag themselves from one meaningless office to the next, living the gray lives of Muscovites in the worst days of Stalin. A tragedy of historic proportions to think of what "the Founders" hoped for as a people and where we are now.

Democratically participatory governments at all levels should work together with all other political actors to build a workable global governance system that serves the common good of the whole human family. Researchers and educators don't have to start from zero. Drafts of a new world constitution have already been carefully worked out. Many books have been written, much discussion had. There is an alternative to war, to competing ruthlessly and violently with other nations, pouring a disproportionate amount of resources into destruction of other human persons and of the planet on which we live. The alternative is a workable global governance system such as a democratic world federation. Fear and frenzy permeated the village of Gubbio because a wolf was devouring the livestock. The townspeople feared they or their children would be next. The wolf was hungry. St. Francis of Asissi spoke to him softly, fed him, and directed his dumbfounded audience to feed him regularly. Wouldn't it make more sense to have an economic system with full production, full employment, and price stability in necessities? Wouldn't it make more sense to have a global ethic, non-violence, basic human rights, economic democracy, and a democratic world federation? In all my almost 80 years,I have never felt so duped, so manipulated and so disappointed as I am after supporting and working for the election of Barak Obama. Going into Afghanistan may have been justified right after 9/11, but now we know that Al-Kaida has fled to Saudi Arabia. We don't dare go after them there, so we flex our muscles, now getting more and more puny, at a country that has no leaders. no cohesion, that is not even a country, but a collection of tribal units, many of them Pashtun whom no-one understands. Let us hope that Congress has the guts to refuse to fund this escapade into futility.

Progressives need to be

Progressives need to be cognizant of the political realities facing this President, and ask themselves, given these realities, how does a President extricate the U.S. from these wars? I think the way he's doing it is the way to do it. It's expensive (and bloody) but 2011 is very soon if it really happens. And, if so, what do we have? --the prospect of no more U.S. combat in the Mid-East or South Asia for the foreseeable future from then. I say that' s a whole hell of a lot better than the open-ended commitments in Vietnam and Iraq under past administrations. The politics of doing it this way is the silencing of Republican criticism (indeed, they voice support,) a mollified press, and momentum going forward to 2010 elections and for legislative initiatives. (Remember, Health care reform is not done.) Is this a big win for the military-industrial complex? Yes, of course, but they are going to win anyway with all that's going on in the world. The politics is on their side. The doves in Congress are not going to stop it, I don't think. Anyway, we can't save these peoples. We need to save ourselves, and limit our own killed and mutilated young people in the military. A target of 2011 is one way to do it.

Members of the peace movement are gradually opening their eyes to the left right paradigm. We, as liberal and conservative citizens, have more in common with each other than each of us has with our government. That is how it should be. Presidents come and go. The current President is no different than any previous president from the standpoint that once they enter office they do the bait and switch maneuver. They already know that those who elected them support them, so they contrive to make those who didn't vote them in into their supporters too by throwing in with them. It has always been such. They are taking the long view, if four more years in office can be considered long. They seek that next term, so instead of doing what they promised they try to drum up the support of the opposition. How convenient that those additional troops will be drawn down in an election year. We are being fleeced and played at the same time. Hundreds of billions more sucked out of our economy and countless more lives lost to the meat grinder war machine. Nobody for president 2012!

We may be disappointed but

We may be disappointed but President Obama is actually doing what he said he would do during the campaign. I know we all hoped that he would reconsider but then he had all those war hawk generals and others in his ear. All the countries involved in this situation are like a bunch of hot potatoes and a lot had to be considered. I'm not happy about this escalation, but we still have a chance if we can get up to speed and call our Congress people to ask them to not fund it. If that doesn't work either, than I will cross all digits that it is going to work somehow and the troops are brought back in 18 months. It had to have been a terribly difficult decision for the President.
