An Open Letter to David Brooks on Haiti

Dear Mr. Brooks,

In your January 15, 2010, opinion piece in The New York Times, "The Underlying Tragedy," you present what you seem to believe is a bold assessment of the situation in Haiti and what you certainly know is a provocative recommendation for Haiti's future. You also offer some advice to President Obama. In order to successfully keep his promise to the people of Haiti that they "will not be forsaken" nor "forgotten" the president, you say, has to "acknowledge a few difficult truths." What follows, however, is so shockingly ignorant of Haitian history and culture and so saturated with the language and ideology of cultural imperialism that no valuable "truths" remain. Please allow us, therefore, to present you with some more accurate truths.

First, Haiti is not a clear-cut case of the failure of international aid to achieve poverty reduction. For almost its entire existence, Haiti has been shouldered with a load of immense international debt. The Haitian people had the audacity to break their chains and declare independence in 1804, but were later forced by France to repurchase their freedom for 150 million francs, a burden that the country has had to carry throughout the 20th century.

What's more, the "aid" Haiti has received from its powerful neighbor to the North has never been the sort that would help the country reduce poverty or achieve meaningful development. In the early 20th century, the principle aid Haiti received from the United States came in the form of a brutal military occupation that lasted from 1915 to 1934. After "Papa Doc" Duvalier ascended to power, "aid" meant assistance to a ruthless (but conveniently anti-communist) dictator. The US gave Duvalier $40.4 million in his first four years in power, briefly suspended military and economic assistance to the dictator in 1963, but resumed shortly thereafter, restoring full military and economic aid to Duvalier by 1969. In the early 1970s and 1980s, when "Baby Doc" Duvalier was at the helm, the "aid" the United States and other international agencies contributed failed to reduce poverty, but did enrich foreign investors in the newly constructed assembly industry. Economic policies that the US forced upon Haiti decimated its agriculture for the benefit of American farming while driving Haiti's peasants into Port-au-Prince and other cities where they found few jobs and scarce housing. Four years after Baby Doc's departure, the Haitian people decided to help themselves by democratically electing a new leader, but the United States aided Jean-Bertrand Aristide's domestic opponents in the coup of 1991 and did so again in 2004. It is no wonder then that that such aid from the United States has failed to lift Haiti out of poverty.

Equally unconvincing is your argument about "progress-resistant cultural influences," which brings us to important truth number two: Haitian culture is not "progress-resistant" as anyone familiar with the examples you yourself provide can attest to. If Vodou or "the voodoo religion" as you put it, "spreads the message that life is capricious and planning futile," how do the majority of Haitians manage to survive on scant resources and less than two dollars a day? How do so many Haitians manage to travel abroad, find and maintain difficult jobs and send money back home if not through careful planning and a fierce defense of precious life? How do the nationwide customers of Fonkoze, the Haitian banking operation that teaches literacy and business practices to curbside marketers to whom it makes small loans, achieve such strong records of loan repayment? In fact, it might be Haitian culture itself (and even Vodou) which allows Haitians to persist. After all, the Vodou spirit Ogou (St. Jacques) is honored as a clever planner and master of skills. So was the champion of Haiti's war of independence, Gen. Toussaint L'Ouverture, a onetime slave who entered history as a military and diplomatic genius.

The third important truth we have to offer (and we hope President Obama is listening as well) is the opposite of your call for "intrusive paternalism" as the solution to Haiti's woes: Haiti does not need nor does it want the paternalism of the United States. Haiti is literally dying of cultural imperialism.

Whenever America's leaders and pundits speak of subordinate peoples, the ideology of imperialism shines through. As it does in your words, Mr. Brooks, so it has done for far too many earlier Americans. President William McKinley, for example, facing the difficult question of how he was to govern the newly-conquered Filipinos worried that:

left "to themselves they are unfit for self-government-and they would soon have anarchy and misrule ... [So] there was nothing left for us to do but to take them all, and to educate the Filipinos, and uplift and civilize and Christianize them, and by God's grace do the very best we could by them."

Closer to home, those who worried about an earlier form of "progress-resistant cultural influences" decided it was better to remove the children of Native-American families than to let them absorb the backwardness of their pagan and uncivilized parents and community. A common refrain by these "reformers" was, "kill the Indian, save the man." And now, Mr. Brooks, you propose to save the Haitians from themselves by replacing Haitian cultural values and institutions with "middle-class assumptions, an achievement ethos and tough, measurable demands." Imperialism, whether economic or military, is the primary reason for the conditions that so worsened the impact of the earthquake on January 12. Haitians need less imperialism, not more.

During the Vietnam War, an American officer famously stated that "it became necessary to destroy the village in order to save it." Today, Haiti is virtually destroyed. The earthquake having done the hard part, Mr. Brooks, you think "intrusive paternalism" will save it. Lacking a foundational understanding of Haitian history and culture, and bearing the familiar colors of American imperialism, you and your ilk will do vastly more harm than good.

Tom F. Driver, Paul Tillich Professor Emeritus at Union Theological Seminary and Carl Lindskoog, doctoral candidate in the History Department at the City University of New York have written an open letter to David Brooks on Haiti. The lettter has 181 signers/supporters including Brian Concannon, director of the Institute for Justice and Democracy in Haiti and Noam Chomsky, Institute Professor at MIT. This is a response to Brooks' op-ed in Friday's New York Times in which Brooks in essence blames Haitians for their plight and calls on the U.S. to implement a policy of "intrusive paternalism" toward Haiti, an argument the authors and supporters of this open letter see as a justification for a renewed campaign of cultural imperialism.

If you sift through the

If you sift through the media haze of alleged looters and bandits most people would see that Haitian society is working just fine in this crisis. The Haitian people are being as resourceful as every with the few resources they have to survive. I think this is perfect time for some self reflection that we could let our neighbours suffer in such poverty right below our noses. How can I sign up in solidarity with our Haitian brothers and sisters.

Thank-you for a lesson in the truth. Now, if only more Americans and others would read it and form a realistic plan to assist Haiti's people to overcome this natural disaster so they can face their future with the same innovative courage they have demonstrated for so many hundreds of years.

My heart wept as I read this

My heart wept as I read this eloquently written truth. My being rejoiced that so many know and feel the truth as I. Thank you for posting this letter to Mr.Racist Brooks. You may add my name to the list, though I have no letters of degree to add after my name. I am a simple woman living in chosen peaceful solitude. It is in this silence that I pray for the millions and millions of people that are born for prey of these power-hungry governments,across this globe. I have known peoples from many "so called saved" countries, islands, etc. They are the true souls that we call the "other" people.
I have lived for 7 decades and the terror and terroristic saviors make me ill with disgust.
I pray for the Haitian people for their insurmountable losses and terrors. But most of all I pray that somewhere in the so called savior groups that are going to rebuild (control and remake) Haiti will have awakenings as to the disease of hopelessness they are about to force on these beautiful souls.
This world is broken, too many cracks from the hammer slung controllers.

Bravo for the excellent summary of Haitian history.

Everyone needs to remember that the supporters of imperialism do so because they are paid to support it.

What amazes me is the tenacity with which those who will "make our lives better" cling to their Utopian fantasies!

The cognitive bias that blinds them makes it necessary for them to defend their Utopian ideology at all costs.

They sell their souls into spiritual corruption and join the syndicate of the soulless in its attempt to destroy the cooperation that originally built civilization.

You can cherry pick "successes" all you want, but the sad fact remains that the history of black-ruled nations is a virtually unremitting tale of oppression, corruption, superstition, and violence. McKinley's assessment, though referring to the Filipinos, is even more apt here.

I thought I would go through a list of "black-ruled nations" that had such a sorry record of oppression, corruption, superstition and violence.

First off, there is Spain right after the Moors were expelled with their lovely Spanish Inquisition. Then there is France right after the Bastille. How about the US Confederacy after the Civil War (KKK, Jim Crow, segregation)? Or maybe Russia after the czars were deposed. Then Ireland under the English before, during and after the famine? Or the Argentines and Chileans under their military rule? How about Cuba under Batista and then Castro? Or El Salvador under Somoza? Or now Honduras under Micheletti? Or Guatamala before, during and after Reagan's intervention?

You have to be an flaming racist to think that African run nations have some sort of monopoly on violence and corruption. It would be nice if the US now had as much a devotion to democracy as Botswana does. Or had as good a history of taking care of its people as Tanzania does. And while South Africa and Namibia aren't doing all that great now, they are still a lot better off than they were under the Europeans and with less violence.

Predictable non sequitur response, Aggie, complete with predictable ad hominem. Black nations don't have a monopoly on brutality, it's just that they've never managed to rise above that condition without assistance, and typically revert to it once external civilizing influences are withdrawn. The mitigating factor is how much of the colonial physical infrastructure and political forms are preserved. As for SA having "less violence" than before -- its murder, rape and assault rates are among the highest in the world. Now go ahead and have fun blaming that on post-apartheid PTSD.

Thanks, Texas Aggie, and a good angle. I grew to age 16 in S. Africa and returned there as a doctor to work at McCord Hospital in Durban 1953-65. I have visited back there in 1987, '99, '06 and last May(for the Centennial Celebration of the McCord Hospital). The spirit of the country has changed dramatically. The openness with and acceptance of people from different racial groups is remarkable.
Yes, they have a long way to go but it is a functioning democracy with a better representation for minor groups than that in our political system.
And as mentioned, Botswana is an outstanding example of a progressive country.

Yes! Let me also recommend "That Infernal Little Cuban Republic" by Lars Schoultz. The details of US-Cuban relations obviously differ from those of US-Haitian relations; but the paternalism and racism and arrogance reign supreme in both. At the very least, we can know our own history -- so there is a possibility of not repeating it.

Remarkable how little we know of Haitian-American history which foretold the most malignant strain of US relations with all countries particularly those in the Western Hemisphere. What always remains invisible to us is the humanity of the other. That blindness will surely be our downfall.

Thanks Texas Aggie from me too! The American version of "christianize" would seem to be synonymous with "oppress and kill" with respect to the Filipinos where any male child over the age of about 10 was considered an 'enemy' and a legitimate target for US christianizer's bullets. With respect to Haiti we haven't done so much killing as they are more amenable to acquiescing to oppression to preserve their lives in hope of changing things in the future.

I agree with much of this

I agree with much of this letter but I think you do a disservice of "blaming" Aristide's 2004 ouster on the USA. Many people who initially supported Aristide had grown disenchanted with him by that time both in America and in Haiti.

I'm not arguing that the American intervention was correct. But there is no doubt that many Haitians were glad to see him go. I think your letter's willingness to overlook *this* truth is designed to obscure the fact that many in Haiti, as this earthquake attests, are all to eager to embrace the USA when it serves their purpose and just as eager to dump on America it when it is not.

I think the overall conclusion that cultural imperialism has been bad for Haiti is correct. But the relationship is much more nuanced than the letter suggests.

I am sitting back, after reading David Brooks' article as well as this reply and all the comments, that the truth is to be found somewhere in between the two opinions.

Speaking of "truths" as is done in the response, and completely absolving Haiti and Haitians of any responsibility for the sorry, sorry state of their country prior to the earthquake, and placing all blame on France, the USA and imperialist capitalism just seems much too opinionated to me.

On the other hand, if David Brooks claims that it is all due to the Haitian culture, then that is equally superficial.

I am not sure that is what David Brooks does. He does not, however, touch upon the impact of France, the USA, the capitalist world. I guess that is his faux pas - not qualifying in the same breath his statements about the Haitian culture with the impact of the other factors.

Bottom line though is that Haiti already before the earthquake was one of the most dysfunctional societies in the world. And without a doubt in a much worse condition than countries that have had a reasonable comparable history of having been subjected to imperialism as well as being pawns in the super power policies of the cold war.

Why is that?

To fully comprehend that, the discussion needs to acknowledge that some cultures are more and better suited to thrive in the capitalist and liberal world we live in than others and that some cultures are better suited to establish institutions, laws and rules in society which promote freedom, wealth and initiative.

It would have suited the respondents to David Brooks' article to have delivered a more balanced response. Especially considering what appears to be their academic pedigree.

The history of the island

The history of the island society involves increasing complexity. this system is evolving as you have already noted. The population needs sustainable food and water. The island's rainfall and tropical location and valley topography is ideal for water control projects. These projects could harness available rainfall which causes flooding and mudslides due to deforestation. Irrigation projects could harness and conserve this water . Water control could provide drinking water, irrigation for gardens,farms and fish, hydroelectric power.Any farsighted leader would choose the advantages such a large scale irraigation project would bring.This 'hydraulic theory"of state formation has been well studied throughout human social evolution and is subject to the many objections I'm sure all of you are capable of thinking of.

David Brooks writes for the so called "liberal flagship" the New York Times, where he is one of many neo con jerks put on the editorial board to provide "balance". If the Times is liberal you fear to imagine where the center is.

Outstanding. You showed the world that you went to school Because you understand better than most people in the world. Lots of people that I talked too after the Earthquake they made me very upset, even though they have education but they cannot analyze anything like that. You made my day folks.
Most people since January 12th have been watching CNN, they all are confused, they think US is going to rebuild Haiti for us. When I see it I believe it. We need good; leaders in Haiti . Today we do not have anybody to lead Haiti. We just a have a Puppet. Just making billion and Billion. This is what we are paying today. IGNORANCE! There was looting alright. The IMF, World Bank and big Racist Industry has been looting Haiti, and murdering Haitians on a scale that diminishes even this earthquake since the day the Haitians had the audacity to overthrow the cruel white rule of Napoleon, a crime that has had no restitution in the eyes of the European slave masters.
