    In spite of requests by senators and a Freedom of Information Act lawsuit, the Trump administration refuses to reveal its legal justification for bombing Syria in April 2017. Meanwhile, it is threatening to mount a preemptive strike against North Korea, which would be just as illegal, and catastrophic.
